Judy Zaal, with the Delaware Employer Support of the Guard and Reserve, presents Col. Robert Coupe, Delaware State Police superintendent, with a Patriot Award March 2 at Delware State Police Troop 6. Delaware Army National Guard Capt. Daniel DeFlaviis (right) is a Delaware State Trooper who nominated Coupe for the award for being a being supportive employer of Guard and Reserve members.
